Yes...there is someone who has a bid out and has been accumulating shares alongside BRL. I guess you can only buy so many shares by sitting on the bid...they will need to up the bid to 13 cents soon. But only one buyer is there...can't be 2, otherwise the share price would have moved up more quickly.
