I'd say this is a case of APRA being asleep at the wheel - so this happened 7 years ago, and until now nothing was done about it?
Is this APRA going after one of the (relatively) small guys as they are too afraid of taking on one of the big 4, which from what I've seen come out in the RC, did far far worse things than this.
