    no chance they will be made public. being a government tender they will be thousands of pages and commercial in confidence. i'm sure both will make a public statement on the day they are lodged and both will claim to be the winning tender. time will tell.

    not sure where they got $7/t. it must be 400km and that is likely to be more like $16+/t.
