The comments from DrM's close confident testimony to that:

The broad understanding was Yeo would make recommendations to Cabinet based on the findings of the review, NOT ride roughshod all over them.

Clearly Lynas has economic significance to Malaysia beyond the Environment Minister's remit, equally clearly she has hijacked the process and made subjective decisions not based on either the science or economic benefits to Malaysia.
