Seems to me he never tuned into the seasons and the weather. It's obvious to anyone who knows anything about NW Tasmania that you don't attempt to build a dam there during the wet April to September or thereabouts. You wait for the dry and apply maximum resources and get it out of the way in a couple of months lining and all, which is what could've happened with Jemrock.
