Exactly right , of course there cannot be an open gate policy. People just can’t be relied upon to do the right thing. Australia isn’t exactly lacking in national parks which are designed to accept hikers and short stay campers. Back to the pastoral lease scenario it would be hardly logical for the pastoralist to not have a certain amount of exclusivity on his lease, and says who can come through the front gate, and hopefully not leave it open. Mining companies I think can be an exception.
