RCR Tomlinson didn't charge enough for their contracts and didn't have the required expertise to manage the risk of delayed connection permits to the grid. When they did their fundraising thy should have asked for double.
AGL aren't looking to close all of their coal fired stations in NSW.
In fact they just announced an increased investment in Bayswater upgrades on top of the already announced upgrades.

AGL Energy is spending close to $200 million upgrading the reliability, efficiency and safety of its giant Loy Yang A and Bayswater power stations in Victoria and NSW during the hot summer months.
The previously undetailed expenditure includes $90 million to refurbish one of the four generating units at the 2200-megawatt Loy Yang A in Victoria's Latrobe Valley, and $30 million to improve reliability of a dredger at the mine that supplies Loy Yang A and Alinta Energy's adjacent Loy Yang B power station with brown coal.
It also includes a $70 million systems upgrade for one of the four generating units at the 2640MW Bayswater black coal power station in the NSW Hunter Valley, which is in addition to
a previously announced $200 million upgrade to add 100MW to Bayswater's capacity as part of AGL's plan to replace the output of the nearby Liddell lower station when it closes in 2022.
