i have no evidence yet, but every country surrounding burma has a growing offshore oil business - thailand, cambodia, bangladesh & india all producing their own oil, to the extent that some are able to export the excess.
im assuming they will join the rush to exploit the black gold once they get the expertise in to locate it. if china is their friend, theyll probably help.
