What scam is this going on in Australia ?

I have noticed small businesses being bought buy Indians and Sri Lankians and there has to be a scam,there are two women's hair dressers that were bought in the town I live in they were reasonable businesses run buy a locals almost as soon as they are taken over they loose their customers.

The opening hours are 10 until 3 and just one person sitting in the shop playing on her phone and now it is just by appointment only,similar there is a dine takeaway restaurant that only open 5 nights a week 4pm until 7 pm,there just has to be a scam of some sort maybe citizenship?
