I don't think this announcement will change much, enviro was a battle but it won't change the outcome of the war. The recent decsision not to let anyone near the kokoda trail will affect alot of current and future mining operations, the PNG government acted on pressure from Australia. The outcome will depend on if the miners have more sway.
