I agree ... I think the ASX is perhaps fully aware of collusion between brokers, and the signalling they use, but don't bother about it because it's too hard to prove.
Perfect example is their lack of success and reticence to deal with the obvious insider trading that precedes many anns all over the board. Everyone can see it going on, but its very hard to make a case.
