Well the problem seems to be, costs out of control on the Phillipine project, they can't afford to finish building it, they will need capital raising.
I suspect the reason for the massive share decline ( which seems to be overdone ), is shorting to force the company to sell a big stake to some vulture fund at a deeply discounted price to reasonable value.
