Lets put it another way, a couple agree to get married and become engaged. Should they still get married even though they change their minds before the marriage?
Or a couple decide to get a divorce but before finally signing the divorce papers the decide not to, should they still be compelled to the divorce?
Circumstances change and people change their minds but what you are saying is that should not be allowed.
No also as you pointed out it could go either way, Ideally it would be a strong majority one way or the other
