Seems far more likely to me that the delay is caused by the sheer size of the task.
As ozgem pointed out AMU has signalled that it is waiting for TNT to finish their report and expect results shortly.

K.I.S. simplest explanation is usually the right one imo.
Can't see any reason why AMU would have any 'fiscal issues' with one of its operators with whom they have had a long and stable relationship.
