Yes there are regulatory risks, but there are also possible upsides for the same reason if say the govt. was to up the rebate to 50% as they did with childcare.
Whilst I think the impact will be minimal to private health insurers I think it is one of the very average decisions made in the budget - shouldnt we be encouraging people to take out Private Health to stop such a heavy reliance on the Public system?
