Is coal mining and export illegal in QLD? Environmantalists and government might object but can they stop a business carrying out a legal activity? How can you have a fuel terminal but not allow a coal terminal?

I think capacity within the existing infrastructure is a concern but can MNM get the ball rolling and start making some cash to justify the current MC? I think so.
