If this meeting at the Yucheng North Service Area has anything to do with the recently announced US$39m Yucheng North Service Area (East District) Gas Station Project, I am unsure. The documents I have read are only concerned with the env. impact of the construction of the new gas station. It's interesting to note that  Lufa Company was the source of the article on Hubei's news feed and the site of the meeting. Hebei Transportation Investment Group operate Lufa Company as the largest enterprise in the group. Lufa company currently manages 57 service areas:
