Great find as per usual, however, there are a couple errors.

This is from the Hebei Transportation Investment Group based in Hebei Province next to Beijing. 
It has nothing to do with iTEST/Hubei Transportation Investment Group based in Hubei Province in central China.

The significance of this is that being the province surrounding Beijing and Tianjin, there is a relative commonality in their transportation and environmental policies.  Also being a State Owned Enterprise will help.  If successful at building a partnership within Hebei, more recognition within Beijing is likely to be leveraged as a result.

In terms of the gas station project, if similar to the implementation in Hubei service areas, the MABR treatment plants treat all wastewater from the whole service area site, including shopping centres, food halls, accommodation, offices and petrol stations.  Building a new gas/petrol station on a site should have no bearing on building a wastewater treatment plant, it is whether they are upgrading the wastewater facility for the whole site that matters most, mainly due to age and inefficiencies.

It will be interesting to see how the relationship between Fluence and Hebei TIG/Lufa develops, and whether Hebei TIG has an environmental arm similar to iTEST where they can make money from the MABR install/maintenance, or whether Fluence is directly responsible for individual site implementation.  Certainly would be a very significant partnership if things develop further.
