you have two sides to the argument.
side one:
let us export gas or there won't be an incentive to explore new fields and you will run out of gas.
High prices are required to make exploration and development economical.
side two:
don't do it as linking gas prices to the world market will make gas more expensive.
Government decides to let overseas concerns fund the development in exchange for the exported gas knowing that prices will rise.
Surprise!!!!! Gas prices rose higher than side one told them they would.
Shoulda had that reservation policy.
