I don't know what reality you live in, but:

NATO creeped up right on the Russian borders,
with military bases right on Russia's border,
conducting military drills on Russian border aimed at combating Russia,
while working hard to topple last few governments that are friendly towards Russia,
Working hard to spread Rusophobia in Europe,
trying to contain Russia (read sabotage it economically by putting pressure on any nation that wants/ed to engage in economic/trade with it).
etc.

All that while hysterical newspaper stories about NATO planes intercepting couple of planes hundreds of kilometers from borders.

It's hard to find those levels of open hatred, continuously spammed by western governments, politicians, media towards Russia as anything but extreme hostility.

If I was Russian:
I'd be thinking about building nuclear shelters and how I can defend myself against Britain, USA and hawkish leaders and media (read hostile and aggressive warmongers).
Last thing on my mind would be to think about peacefully coexist and trade with such people surrounding me on all sides..

Imagine how thrilled you'd be if Chinese leaders keep going for 20 years about Australian threat, hit us with sanctions, try to undermine every economic project and relationship we try to build without us.
Then form military alliance agains us and work on toppling governments that are friendly towards us.
All while hawkish Chinese officials and generals speak about dealing with Australian threat in aggressive fashion to bring us their glorious system of society in which we'll be subservient to their economic and political interests and goals.
Then bring mass of bases, military hardware all around our borders. While conducting military exercises on our doorstep with our neighbors. Practicing for "dealing with Australian threat" and putting pressure on them to buy arms to defend themselves against us and our aggressive interests.

Would you think: look at these lovely people on my doorstep, I should look to trade with them and stop arming myself. Because they are so lovely.!

You are talking about need for rearmament !

In reality:
Russia would have hard time surviving NATO attack on it's own territory right now.
And that's without USA and Turkey lifting a finger.
Let alone posing a threat to NATO members on their own territory.

Wake up, use your own brain and listen to yourself.

The only need for rearmament is due to USA needing to export weapons, oil and gas (of which it has too much of with shale fracking).

mate, Russia can’t be too much of a threat if the USA (Hillary, Obama) sold them 25% of their uranium. They can’t be that great of a threat if they let their former president go to Russia to do a 30 min speech for $500k for a Russian bank and the same people associated with that bank then donate $145,000,000 to the Clinton foundation for the Uranium deal going through.

How much of a threat could they really be then if the “future female president” was so entrenched in Russian business.
