As far as Uranium and threat:
Yeah, Russia can destroy the Earth 2 times over. Just as USA.
And not 2% or 20% military spending of GDP would make much difference to that.

As far as conventional threat:
Russia wouldn't be a 'walk over' to attack like Iraq. But it certainly doesn't have anywhere near the means to present conventional threat to EU, let alone NATO..
