I agree with haiku-blessyou.
The company is looking for strategic partner(s) that share the company's belief in the HPA story.
Such partners, be they cornerstone investment funds or a JV industry partner, will look at the modeled project NPV, as well as placing a value (this March?) on all that the company has achieved - which will be a long list of achievements lead by USD280M in approved tier 1 debt.
They will be presented with a fully packaged up debt finalised project already under construction. 
Their investment won't be based on what a fickle market says the MC is from one day to the next.
It will be based on a return of capital investment over a much longer term than most individual investors and smaller fund managers.
The SP will rise to match whatever the implied valuation of their equity turns out to be.   
Look at SMS. They will invest another USD11M. Doubt they will care too much about the SP at the time.
By far their primary goal as a partner will be project success.
