"Shorters believe the price of an asset is overvalued."
That is the theory but these days it is very often used to force a price down so it can be bought back lower. Then the pressure is eased so the process can be repeated, with the overall price falling as it goes. The fact is, shorted shares are an extra source of selling pressure that is not open to the buy side. Sure, retail holders can borrow to buy but that requires a lot of hoops to go through and does not anywhere near compete with the extra selling pressure of shorting.
