People who hoard banknotes are generally older people who are starting to come mentally unstuck. It's quite common actually, but very eccentric.
Some hide them under the carpet, some sew them into the curtains and one of my brother-in-law's older relatives hid them in the curtain rods.
It's bit like burying gold in the garden or hiding it in the stormwater drain - very eccentric.
