Hi seanl. I see the negatives.

Under the binding MOU, FBR and Brickworks have also agreed to collaborate in the design, manufacture, compliance certification and testing of clay and concrete masonry blocks for use by Hadrian X in the Australian market, commencing with the development of a block product that is suitable to Western Australian builders.

In the june 2018 Quarterly Report,
It states that all testing of the optimised block and wall system was all completed at Newcastle university and the CSIRO in Sydney.
It went under 7 day and 28 day compressive strength tests,
    Bond wrench tests,
    Prism compressive testing,
Adhesive, render and four hour fire rating testing. And all passed by a host of independent certifiers.

Even the indoor build was certified by the relevant building standards by a civil and structural engineering consultancy group.

So why do they have to repeat the process all again? I hope they didn't use the private certifiers from the Opel Tower.!!!
