I would be inclined to say it has more to do with.

"A detailed floor plan of any buildings on the site with a particular emphasis on security details"

Which they didnt have in 2016 and still dont,(imo never planned to have)
as my earlier post license will be for RMIT not MXC directly.

So yes all post about license where shall we call it fanciful which is a great word to sum up a lot of their ideas.

Maybe if they spent money in the right places we may not be where we are now(millions spent on derma in the last few years would have built a great AUSTRALIAN facility) .
