The confusion is clearly the wording or lack of in the announcement.
When NLC gave approval the announcement on Nov 15 was headed” India Project Receives NLC Limited Board Approval.”
Why in NMDC’s case isn’t it announced the same?
There is nothing in the announcement that clearly states that fact.
The Freeze also indicates to me that everything in the RCA is agreed.
Now I’m not suggesting they haven’t said go ahead and get everything ready for signing because the announcement clearly states that.
What I’m suggesting, IMO, is that the protocols that NMDC operate under will still require formal board approval, which as I stated in my post will be a formality at the next meeting. And I’m sure when that happens we will get another announcement worded the same as the NLC announcement.
One thing is for certain is that NMDC definitely haven’t said no, as that would have had to be announced clearly. 
As I said in my post that’s the way I read it and your obviously entitled to think differently. At least we’re both positive it’s going ahead.
