    Yes there is a formal agreement with virgin orbit. Reason they can't go with Indian launch crew is because of different orbit and payload requirements. Sas have dedicated launches with virgin, not piggybacking.

    having said that, a dedicated launch is not cheap, somewhere around 10-12m USD as per virgins announcements.

    Hence why if SAS were to raise only 15m, they can't afford to launch!
