I think some of the English translations even translate it as "change his mind".
It's an interesting chapter because although it states "He does not change His mind" I would categorise it under the Divine Plan rather than the Divine Will.
The Divine Plan never changes.
The Divine Will fits within the overarching Plan and His Will changes from one Prophet to another Prophet in order to fulfil the Divine Plan.
