Tariffs as a negotiation tool might work out better for the long-term of the american people if China and the US can strike a deal that takes them down. But if tariffs stay up, the impact on consumption and growth would be very negative. The tariffs might be hurting China, but they are also hurting the US. There is no winner in a trade war. Free trade agreements offer the most benefit which is why so much effort goes into creating trade plans and unions (The single reason why a European Union exists).
