    I don't think that the partial selling is a bad thing at all - feel free to correct my reasoning, but this is what I understand of the SA political environment:

    Given the BEE (Black Economic Empowerment) restrictions in South Africa, the partial selling of the project to a local company means the project is significantly more likely to get through BEE.

    I don't know much more than that - such as whether Mbewu satisfies the Black ownership (given the mentioning of BEE in the Heads of agreement I suspect it is), or what the specifics of getting BEE approval are. I just think that BEE would've been a large motivation in the agreement, and it was something that had concerned me previously (as does the SA power shortage, and the fact they are more inclined to supply power to local companies rather than foreign companies, ala BHP).
