The only responsibility banks have is to their shareholders and to obey the law. Break the law jail those involved simple as that.

The only responsibility a bank should have is to assess whether you are a reliable risk to get a return from. If you are assessed as a good enough risk for x dollars it is YOUR responsibility to decide whether that is a reasonable risk for you to take and can actually meet your obligations given your lifestyle.
