The Rationale or main justification of the merger puts Sims on shaky ground becasue without merger TPM and HTA are weaker and poorer devoid of 5G, leaving only the two players TLS and Optus in monopolistic competition. A stronger third (merged TPM and HTA) would break monopolistic situation created by the TLS and Optus. Moreover, ACCC would monitor stronger third's (merged TPM and HTA) role in the competition whether or not the stronger third (merged TPM and HTA) provides the best services to the customer. Delay is damaging the time, resources, customer benefits, and the revenue of the stronger third (merged TPM and HTA), and hence the Govt.is losing the taxes eventually. The earlier Simm realises the beneficial outcome of the merger, the better for all.  Optimistically, delay means Simms is substantially in favour of merger. Good luck to the holder.
