Im reading the recent actions the company has taken as acknowledgement of their past mistakes regarding contractor selection. They are righting their wrongs and setting themselves up for long term success.

I'd be much more concerned if they hadn't taken these corrective steps. 

These changes need to be done diplomatically without throwing the previous contractors under the bus. Management are just as responsible if not more so than the contractors. It would be nice if they could admit to some of the learnings they have experienced, but at this stage their actions have to do the talking
