For the record:

The decision that comes out of the Commissioners meeting tonight (our time) will either allow a conditional use permit for BLR to continue to drill out their deposit or it won't. At this stage, there is a bullish enthusiasm that it will come out in BLR's favour. That's why the SP is where it is and has touched almost 2c higher in the last weeks.

If the decision is a positive, there is 5c upside to simply get it back to where the SP was in January 08. Then you need to consider the positive correction that U stocks have received recently resulting in double digit percentage increases almost unilaterally.
