please explain

Could someone please explain to me why when the E-Trade website goes into what it calls PRE_CSPA. All the stock prices go crazy? Now when I say this I mean, normally u see the

Buyers || Sellers
0.35 0.355
ext

Which is what you would expect given that the sellers price should be higher then the buyers (otherwise you get a sale)

but when PRE_CSPA occurs.

U get market depths like this:
