Yes, that's a tad more extreme than I had in mind (I like the bit about wanted posters for employees who leave, though!).
I should say that I've been in business since 1993, so I'm well and truly over the worst of it and have made a decent living for a number of years now, but I don't know whether I'd go through it all again, if I had my time over. There were some very rough patches along the way and the government provides absolutely zero incentives to entrepreneurs these days (unless your turnover is less than $75k p.a., which virtually makes you a hobbiest).
They want to treat people who have a go the same as employees. While I have nothing against employees, they don't take the chances that people starting a business do. There should be some incentive and some recognition that we provide a worthwhile service to the community, by providing the vast majority of the country's employment and tax collection services, while risking it all.
