Silex did make official announcements to the ASX (Half-year Accounts and Operational Update) on Feb 25th, i.e. four days after the date when the NRC webpage on GLE was last updated/reviewed.
In their Feb 25th announcements, Silex did re-iterate that they were still working toward the finalisation of a binding Purchase Agreement for the restructure of GLE, on the terms previously announced on Feb 6th.
Therefore, I would not read too much into what is stated on the NRC’s website. All it’s saying is that the future of GLE is still pending (which I take to mean “pending US government approval for the sale to Silex/Cameco”) and that the submittal of a licence application for the PLEF is still on hold.
