I had a laugh at your comment "100 tons max per year! That's only $1.2m in revenue and I'm sure its going to cost them over $1.2m to make the stuff." You might need to go visit OPSM and invest in some reading glasses if you missed the key points or re read information announced by a company before you try and down ramp

100 tons max..... the announcement today reads there is flexibility in the sales agreement to extend the terms of the contract by mutual agreement for additionaldeliveries... so starting out at 100 tons with 1 partner isn't a bad... Mitsubishi is good brand association and will bring outside interest.

So my understanding is if the OT partner is happy and they want more they have the opportunity to amend the agreement.....
