Hello Adent, without knowing the statistics in detail, but EU-28 also includes countries like Poland, Croatia, Czech repbublic , Bulgaria, Romania, Eastern Germany and so where 40 years of socialism ruined the economy and influenced the way buildings were build (as cheap as possible). So really not comparable to how buildings are built nowadays, even in the eastern countries.

And living in a flat does not necessarily mean, that the houses are not made of bricks. Without knowing any numbers, but from my experience, even houses with 4-6 flats inside and 3 stories high are not unusal to be made with bricks.

And the housing headache is really something the southern european countries like Spain, Italy or Greece struggled with after the financial crisis. Thes markets have recovered and have a high demand of new houses.
