Getting the foundations in place to ensure enough power readily available for the stage 3 plant. If we're extracting lithium for the EV revolution it makes complete sense to try and incorporate as much renewable energy generation into the mix as possible.

I don't think Macri is going to let this one slip - looks like he is going hard to try and develop the Puna for the locals and the country with the election looming.
