As I remember it BHP currently have the right to a licence in Africa only in funding the pilot plant. If BHP decide to particpate in the Australian Plant then they will have some sort of JV access to APG to put plants anywhere in the world. So the price of having permission to be part of the worlds best technology (not just Africa's best) is participation in the 60 tonne plant. That's about all I can remember but I don't think the answer went any deeper than that.
Humms I think indications are the 60 tonne plant will end up mainly as Titanium metal rather than in the TiO2 pigment industry so the oligopoly in that area mightn't be a problem. I don't know much about the Ti metal game so can't comment there.
