Yes they have been making payments, but not for the construction. they have been making payments for all the other milestones necessary to get to CDR, for the CDR, before they can commence construction.
If they have been paying for construction before they were actually liable to, then that would be deemed to be a prepayment under the accounting standards, as the liability and risk and reward would not have passed on to SAS, prior to the necessary milestones (PDR, CDR) being completed.
This would be poor financial management as well if they were paying for things they yet did not need to pay.
I'm unsure why you are harping on about a 13-15m euro variation to the agreement, that and the announcement you keep refering to is completely irrelevant to what we are discussing.
