Actually Nursery recent reports suggest Mahathir played WES/Scott like a fiddle:

Naive patsy went to Mahathir seeking advantage over Lynas, and got used like a rag doll on the intn'l stage.
At the same point Mahathir has reinforced earlier comments the LAMP will stay open, little doubt he's well aware of Japanese interest.
