No parliament, in other words, has given the POLICE that much power, ie, the power to bypass legal reply and, if necessary, legal representation, yes, lawyers even! Once the court has heard the case then it may well judge that the car might be confiscated and even trashed. Though, I suggest, it would be a more profitable move to have it auctioned somewhere outside the state.
POLICE might give fines on the spot but you always have the right of defending yourself against that fine. THAT'S the legal process.
