I think that would be wishful thinking. As much as every holder would love that it doesn't make much sense unless you're implying that the Indians are double crossing ECT and going behind their backs? You see how rigorous they are with this deal. Would they be so reckless and start building if they haven't signed a deal to give them clear part ownership? I think not. They wouldn't take a chance by putting that much money in if they could just have signed the deal and be in the same position. I believe it will happen but it will happen by the book and by protocol. I do think that when it's done that construction will happen fast.
