Even where a process such as Hazer or a hypothetical SMR with CCS is used to convert natural gas to hydrogen, there's still some carbon emissions in the form of fugitive gas emissions. Some of these (during extraction) will still remain, but emissions from normal transportation, storage and distribution activities would be eliminated.
Bottom line is that emissions from burning gas would be eliminated, and fugitive gas emissions significantly reduced.
As noted by mega and others, hydrogen produced from waste methane (landfill & sewer) avoid "natural" methane emissions and are therefore considered carbon-negative.
