    The main driver I believe is the acid. The excess sulphuric acid in Sudbury is exported at the moment, so consuming it locally is better for everyone and is therefore cheaper.

    At first they thought Kenora would be the place, but then they did a review and decided to go with Sudbury. You can read about that in these two quarterly reports:

    There won't be a plant built in WA because of the acid requirement, as is discussed on page 7 of the December 17 quarterly.

    So, yeah. Logistics and location have been a huge consideration for this to work, and 3 possible sites have been selected for P2 as well.
