The timing all comes down to their evolving expectations on when finance was going to be completed and how the commissioning/ramp-up schedule would be impacted by the wet season. Mozambique wet season is November to May. They may still have a target for commissioning starting mid 2020.
If they finalise finance by end June, they may have enough time to start preparing pits and building up the ore stockpile.
