I find it very difficult to follow IGE, they have a great concept but I get the inkling there is very little business acumen present.
I find a lot of ambiguity in announcements along with the 2+2=5's of which you have found one. With that announcement now a year old I would not put too much emphasise on it anyway.  The Amsterdam plant and it's ability to operate successfully at a profit and be compliant with local authorities is what will send the share price rocketing or plumeting.
